Ring sizes are internationally standardized based on internal circumference in millimeters. A US Size 7 features an inside diameter of 17.35mm, inside circumference of 54.5mm, UK Size N 1/2, and EU Size 54.

History & Origin
Ring sizing was informal for centuries -- ancient jewelers sized rings by measuring a length of string or cord around the finger. In 18th-century England, jewelers began using graduated sets of metal ring gauges to measure customers directly, a practice that evolved into the UK's letter-based sizing system still used today. A US patent for a ring gauge issued to F. E. Allen in 1874 already shows numeric sizes from 1 to 13 with quarter sizes, so a version of the American system was in commercial use by the late 19th century.
Standardization proved harder than adoption. In the 1920s, the US National Bureau of Standards surveyed ring gauges at jewelers nationwide and found that the same size number corresponded to different actual dimensions from shop to shop. That inconsistency is what eventually pushed the industry toward measuring the one thing that doesn't vary by manufacturer: the ring's actual inside circumference in millimeters, the basis for ISO 8653 and every modern conversion chart.
Why Ring Size Charts Differ by Country
Unlike shoe sizes, which are tied to a physical foot-measuring device, ring size systems grew up independently in different countries and were never unified onto one master scale -- they were simply cross-referenced against each other after the fact. The UK and much of the Commonwealth use letters (A through Z, with half sizes), continental Europe and Japan use numbers tied directly to circumference in millimeters, and the US and Canada use a separate numeric scale in half-size increments.
Because none of these scales share a common step size, conversions between them are not always exact -- a US half size sometimes falls between two letter sizes in the UK system. That is why reputable sizing charts, including ISO 8653, always anchor every conversion back to the internal diameter or circumference in millimeters rather than translating size numbers directly between systems.
